Identifying potential premises for the establishment of an office/retail incubator facility; negotiating contract terms and securing the premises


The first property considered for the project, located on South Street, was close to completion when commercial squatters began trading from the premises. Unfortunately the owner’s delay in successfully removing the squatters resulted in the council seeking an alternative location for the project.

The alternative property chosen was the former Hush nightclub, situated in front of the Liberty Shopping Centre in Market Place. The new property was significantly larger than the initial requirement but as the nightclub had been closed for some time, the owners were prepared to let the space to the council on concessionary terms. However, it was imperative that the standard institutional-type lease adopted by the shopping centre was redrafted in order to provide a far more tenant-friendly document.


The successful development of a bespoke incubator space for start-up companies within the borough, including a co-working area, a café, and popup retail space.
